Text:
That it be proposed to the several States of this Union to amend the Constitution of the United States, in the first section of the third article, by adding thereto the following: But for any reasonable cause, which shall not be considered sufficient ground for impeachment, they, the said judges, shall be removable by the President on the address of two-thirds of each branch of the legislature.
