"ARTICLE I.
"SEC. 8. Division 11. To declare war whenever the
United States or any of its territory or insular possessions
are invaded or threatened with or in danger of invasion by
foreign power, or in case of insurrection or revolution within
the United States, any of its territory or insular possessions,
and in other cases only when a majority of the citizens of
the United States, voting at a special election called by
Congress for the announced and declared purpose of decid-
ing whether or not war shall be declared, shall have voted
in favor of said declaration of war; and Congress may
submit such other questions for a vote by the citizens of
the United States which are connected with a possible decla-
ration of war, as may be provided for by any treaty with
another nation. Congress shall also have power to grant
letters of marque and reprisal and make rules concerning
captures on land and sea."
